Abstract
These Regulations, comprising 16 sections, govern the production, transportation, and sale of briquettes in Tanzania under the forest legislation. Section 3 prohibits the installation and operation of a briquette plant and the trade of briquettes without first obtaining a certificate of registration as a briquette dealer. Forest produce debris for briquettes can be collected from various areas, including National Forest Reserves, plantations, and reserves on General, Local Authority, Village, and private lands, as well as from registered sawmills and other forest produce dealers. To collect forest produce debris for briquette production, one is required to be a registered briquette plant operator or have a supply agreement with one. The permits are issued by the Conservation Commissioner (the Chief Executive of Tanzania Forest Services Agency). A person registered as a producer of briquettes shall keep a record of the sources of forest produce debris, copies of permits, licenses, and transit passes. Part III of the Regulations outlines the rules for trading and exporting briquettes, as follows (i) to produce briquettes, it is required to register the brand; (ii) briquette consignments must be branded, and authorized officers can seize unbranded briquettes; (iii) for commercial transportation, a copy of the dealer's registration certificate and a transit pass are required; (iv) before exporting, briquettes must be inspected, and an inspection certificate must be obtained; (v) an export permit is required for any briquettes leaving the country.
