Abstract
These guidelines on mainstreaming Sustainable Consumption and Production (SCP) into National Policies and Plans are a document issued to serve as a guidance framework for integrating SCP into respective national policies and plans to enhance their strategies and goals towards sustainability, as provided by the Environmental Management Act Cap 191, subsection 79(2)(d), which tasks the Minister for Environment to prescribe guidelines related to mainstreaming Cleaner Production, Sustainable Production and Consumption approaches in relevant policies at Government and company levels, essential to ensuring their development with a wider reaching set of outcomes than if they were undertaken on their own. Furthermore, mainstreaming environmental sustainability in national policy and strategy frameworks offers these key advantages (i) improved understanding of the connection between development and the environment, leading to better synergy management; (ii) enhanced national policy effectiveness across sectors, resulting in greater societal development gains; (iii) increased sustainability of the development process by minimizing environmental harm.
The main actions to be taken to implement the guidelines are (i) review and update the existing policies and plans to incorporate SCP principles and objectives, such as resource efficiency, pollution prevention, waste minimization, and environmental protection; (ii) establish and strengthen the institutional arrangements and coordination mechanisms for promoting SCP across different sectors and levels of governance; (iii) develop and apply SCP indicators to monitor and evaluate the progress and impact of SCP implementation; (iv) enhance the capacity and awareness of key stakeholders, such as policy makers, planners, regulators, businesses, industries, civil society organizations, consumers, and media on SCP concepts and practices; (v) promote and facilitate innovation, research and development, technology transfer, and financing for SCP initiatives, especially in the priority sectors such as agriculture, water, energy, industry, tourism, forestry, mining, fisheries, wildlife, transport, public health, and environment.
