Abstract
These Guidelines establish a comprehensive framework for the sustainable management of Tanzania's rangelands, in accordance with the Environmental Management Act (Cap. 191). Their primary objectives are to (i) devise an approach that facilitates and oversees transformative processes in the rangelands, ensuring the preservation of future options; (ii) safeguard the resources of the rangelands and protect their biological and cultural heritage; (iii) harmonize the varied economic, cultural, and social needs of rangeland residents and users; (iv) provide a structure for stakeholders with interests in rangelands to formulate strategies and take actions that manage change and secure a viable legacy for generations to come.
The principles and values guiding the development of these guidelines and recommended actions for rangeland management are as follows (i) ecological sustainability of natural resources, serving as the benchmark for the sustainable use of rangeland resources; (ii) compliance with national Policies; (iii) stakeholder and local communities involvement in consultation with the government; (iv) shared responsibility among the government, responsible for legislative compliance, and stakeholders holding the primary task for natural resource management within rangelands, aligning with objectives, planning processes, and relevant legislation; (v) equitable opportunities for sustainable multiple use and benefit of rangeland resources for present and future generations; (vi) respect for rights and responsibilities of rangeland users and others with an interest in the rangelands; (vii) security of tenure and access to rangeland resources; (viii) application of ecologically sustainable development objectives across all rangelands, irrespective of land use; (ix) recognition of the aspirations and inherent rights of rangeland-dependent communities, emphasizing culturally appropriate negotiation processes; (x) prevention of resource degradation, more effective than rehabilitation; (xi) commitment to involvement of all rangeland managers, users, and special interest groups in ongoing development, implementation, and review of the guidelines and suggested actions. The specific guidelines encompass the following aspects (i) establish a viable administrative and institutional framework for rangeland management; (ii) formulate an ecologically sustainable rangeland management system; (iii) preserve the natural environment to support sustainable rangeland management; (iv) develop national and district strategies; (v) promote gender equity in rangeland management; (vi) facilitate research and development; (vii) improve sustainable land-use planning; (viii) ensure continuous monitoring and evaluation of rangelands.
