Implementation Strategy for the National Environmental Policy (2021) for the period 2022-2032.

This Implementation Strategy is a 10-year nationwide document up to 2032, that aims (i) to provide strategic interventions to address the crucial environmental challenges and cross-cutting issues related to environmental management identified in the National Environmental Policy 2021; (ii) to enable achievements of the Policy objectives of conserving the environment to provide the necessary ecosystems services for the improved livelihood and welfare of the community and country at large; (iii) to put in place mechanisms for enhancing enforcement and compliance of environmental legislation in the country; (iv) to be used as a guiding tool for all environmental actors to participate effectively in environmental management. Under the strategic objectives set out by NEP 2021, this Strategy, for each objective, defines (i) the implementation strategies and related targets; (ii) the time frame of the implementation; and (iii) the institution in charge of the implementation.
The main strategies adopted, even if with different specificities between one objective and another, are (i) integration of environmental issues in a given sector; (ii) a multi-level empowerment of the communities in the environmental management; (iii) economic incentives to encourage investments; (iv) capacity building; (v) cross-sectoral coordination; (vi) enforcement of legislation; (vii) programs for the promotion of public participation and awareness; (viii) management of trans-boundary issues; (ix) strengthening of integrated approaches; (x) enhancement of bilateral, regional and international cooperation; (xi) programs for up-scaling the use more sustainable technologies and/or practices; (xii) collaboration between Government and private sector; (xiii) strengthening of the national capacity to mobilize resources; (xiv) equitable participation of women and other vulnerable groups.
