Abstract
These Regulations shall apply to unregistered vessels specified (less than 25 n.r.t.), including fishing vessels, on all lakes, inland waters and territorial waters of Tanzania which are navigable by such vessels (reg. 3). Classes of vessels to be licensed are specified in comma [3] of the same Regulation. Regulation 5 provides for licensing of other than a Government vessel, including vessels not registered in Tanzania. The application shall be made in the form as set out in Schedule 2. Where a Licensing Officer is satisfied that such vessel may be licensed he shall allocate a licence identification number to the vessel and enter specified data regarding the vessel into the Register of Licensed Vessels (reg. 5(4)). Part III provides for the issue of Licensed Vessel Survey Certificates (form L.8 as set out in Schedule 2). A vessel shall not go to sea unless there is in force, in respect of that vessel, such a certificate. Provisions of Part IV prescribe requirements with respect to life saving appliances on board of vessels. Part V provides for manning requirements, prescribes rules of navigation and sailing limits.
