Abstract
The Strategic Plan developed by the Ministry of Industry and Trade is a comprehensive 5-year document aligned with the Tanzania Vision 2025, which aims to transform Tanzania into a middle-income country by building "a strong and resilient economy that can effectively withstand global competition." This transformation involves shifting the country's economy from a primary dependence on agriculture to a semi-industrialized economy with significant industrial sectors similar to those in typical middle-income countries. The primary goals of the Plan include (i) Improving the Bureau’s performance and service delivery by facilitating the creation of a more relevant institutional structure; (ii) Increasing levels of institutional, departmental, and individual accountability through enhanced transparency and communication between management, employees, clients, and other stakeholders; (iii) Establishing priorities for efficient and effective resource allocation. The Plan emphasizes the growth of major production sectors such as agriculture, manufacturing, oil and gas; social services sectors such as construction, health, and education; and the service industry including transport, finance, and communication. It highlights the importance of delivering effective standardization and quality assurance services to support the development of industry and commerce. The Tanzania Bureau of Standards (TBS) will focus on achieving the following five major objectives (1) Reducing HIV/AIDS infections and non-communicable diseases while improving supportive services; (2) Enhancing the effective implementation of the National Anti-Corruption Strategy; (3) Enhancing standardization for the development of industry and commerce; (4) Enhancing assurance of the safety and quality of products and services; (5) Enhancing institutional capacity to deliver its mandated functions.
To enhance standardization for the development of industry and commerce, the Bureau aims to meet the growing demand for standards driven by industrial advancements and increased regional and international trade. Strategies include enhancing the development and uptake of standards and strengthening cooperation with other standardization bodies. Indicators for success include the uptake of developed standards, the approval rate of market-driven standards, and the adoption rate of harmonized standards. Regarding the assurance of safety and quality of products and services, the Bureau recognizes the importance of conforming to safety and quality requirements for socio-economic development. The Bureau, also responsible for regulating the safety of food and cosmetics, aims to enhance the control of regulated products and services. Strategies include strengthening enforcement and compliance with standards, improving accessibility to testing and certification services, and boosting national and international recognition for conformity assessment systems. Indicators of success include the percentage of substandard and unsafe products in the market and the trend of companies certified for management systems.
