Abstract
This Medium Term Strategic Plan of the Ministry of Water (MoW) is a nationwide sectoral document aiming at ensuring sustainable water resources management and development for universal access to water and sanitation services, as well as for economic development so that to achieve the national Vision of having a secure water country, where people have sustainable access to sufficient quantity and quality of water to meet human, environmental and economic needs. The Plan identifies sector priorities as (i) Water Resources Management; (ii) Water Supply and Sanitation Services; (iii) Institutional Strengthening and Capacity Building. The following strategic objectives are identified (i) HIV/AIDS new infections reduced and supportive services improved; (ii) implementation of the national anti-corruption strategy enhanced; (iii) integrated water resources management strengthened; (iv) universal access to adequate, safe and clean water improved; (v) universal environmental sanitation improved; (vi) institutional capacity and working environment improved; (vii) water sector networks and partnerships enhanced.
To protect the environment in relation with the water resources, the Plan aims to (i) create awareness on management and conservation of water sources and groundwater recharge areas at all levels; (ii) establish water resources database, models and maps; (iii) facilitate accreditation of water laboratories.
To enhance the quality of life and promte an inclusive social and economic growth, the following is suggested (i) increasing funds to conduct sensitization and conducting HIV/AIDS situational analysis to help in planning and preventive and curative measures; (ii) combating and preventing corruption incidences in the water sector through creating awareness focused on internal controls systems; (iii) promoting participation of local communities in water resource management and assessment of water quantity and quality trends; (iv) creating and strengthening water user associations; (v) facilitating technical execution of the Water Safety Plans in urban and rural water organizations; (vi) achieving universal targets on access to adequate, safe and clean water in a sustainable manner in both urban and rural areas; (vii) strengthening operational plan in rural water supply projects; (viii) increasing water supply and sanitation investment in rural and urban areas, also by promotion of PPP projects; (ix) maintaining water infrastructures in rural areas and developing non-revenue water strategy in urban ones; (x) improving sanitation and hygiene in both rural and urban areas by promoting new household connections to the public sewer systems, constructing wastewater treatment facilities, improving latrines in schools and health centers, and conducting National Sanitation Campaigns in rural communities.
As for Governance, the document promotes the strengthening of institutional capacity to deliver quality services and improving the human resources, working environment and social welfare amongst MoW staff.
