Abstract
The National Anti-Corruption Strategy and Action Plan (NACSAP) is a multisectoral framework aimed at fostering a prosperous society in Tanzania through strong integrity systems and zero tolerance for corruption. Its success depends on committed leadership at all levels, sound legislation and justice administration, effective information sharing and collaboration, stakeholder partnerships, and the digitalization of services provided by both State and Non-State Actors (NSAs). Key interventions under NACSAP IV include capacity building for implementers, public awareness on anti-corruption efforts, legal framework reviews, and enhanced information sharing. The strategy focuses on two core areas: integrity promotion—which seeks to significantly reduce corruption—and improved service delivery, which aims to lessen citizens' demand for preferential or corrupt treatment by enhancing access and efficiency in public services. The overall goal will be realized through the following strategic objectives: (i) Empower society to participate in anti-corruption and integrity promotion efforts; (ii) Enhance accountability and transparency in State and NSA institutions; (iii) Strengthen Watchdog and Oversight Institutions (WOIs) to uphold integrity and lead anti-corruption efforts; (iv) Improve ICT-based systems for service delivery in State and NSA sectors; (v) Increase engagement of NSAs in integrity promotion and anti-corruption support; (vi) Strengthen the integrity and fairness of the electoral process.
The implementation of NACSAP IV will be guided by the Monitoring, Evaluation, and Learning (MEL) Plan outlined in Annex II. This Plan includes a matrix of indicators designed to guide stakeholders in executing NACSAP IV activities effectively. The implementation structure will operate at multiple levels - national, institutional, and local government authorities - with coordination mechanisms established at each level to ensure smooth and effective execution of the Strategy. The NACSAP IV communication strategy will serve as a vital tool to keep all stakeholders well-informed and engaged. Its core elements include: defining the overarching goal of the communication strategy; identifying and grouping key stakeholders based on shared interests; developing compelling and targeted messages for each stakeholder group; selecting appropriate communication platforms; and establishing effective feedback mechanisms to ensure continuous engagement and improvement.
