Abstract
The National Beekeeping Policy Implementation Strategy spans a decade from 2021 to 2031, with the primary goal of executing the National Beekeeping Policy established in 1998. In 2019, the Ministry of Natural Resources and Tourism identified a lack of an implementation strategy as a significant obstacle hindering the progress of the beekeeping sector. Consequently, it was recommended that the National Beekeeping Policy Implementation Strategy (NBPIS) be formulated to guide the implementation of the 1998 policy. The NBPIS aims to facilitate the execution of beekeeping plans, projects, and programs, thereby achieving sectoral objectives and targets. This strategic initiative is designed to enhance the beekeeping sector's role in national economic development by improving community livelihoods, increasing its contribution to the Gross Domestic Product (GDP), generating foreign currencies, and promoting environmental conservation. The NBPIS provides guidance in six key policy areas: (1) establishment and management of bee reserves; (2) apiary management; (3) beekeeping-based industries and products; (4) cross-sectoral aspects of beekeeping; (5) ecosystem conservation and management; and (6) institutions and human resources management. The successful implementation of the Strategy is expected to catalyze the realization of the Policy goal, specifically augmenting the sector's contribution to economic development and fortifying environmental conservation. Anticipated improvements in six crucial areas include: (1) enhancing the quantity, quality, and safety of bee products, diversifying beyond honey and beeswax, and adding value; (2) conserving bee resources and leveraging honey bees to enhance crop production; (3) fostering data and information sharing; (4) increasing stakeholder involvement, particularly among women and youths; (5) advancing research, training, and extension services; and (6) promoting employee health and ensuring good governance.
The main objectives of the document are (i) ensured sustainable existence of honeybees by maintaining and effectively managing adequate area of bee reserves; (ii) improved quality and quantity of honey, beeswax and other bee products and ensured sustainable supply of the same; (iii) enhanced beekeeping-based national development and poverty alleviation through sustainable supply of bee products (honey, beeswax, royal jelly, propolis, brood, and pollen) and pollination services; (iv) improved biodiversity, increased employment and foreign exchange earnings through sustainable bee products-based industrial development and trade; (v) ensured ecosystem stability by practising Integrated Pest Management(IPM) and carrying out Environmental Impact Assessment (EIA) for investment inside or around Bee Reserves and Apiaries; (vi) enhanced national capacity to manage and develop the beekeeping sector in collaboration with other stakeholders.
