Abstract
This National Climate Change Response Strategy (NCCRS) is a nationwide multisectoral document updating the previous National Climate Change Strategy (NCCS) 2012-2018. The overall objective of the NCCRS is to enhance the national resilience to the adverse impacts of climate change and enable the country to pursue low-emission development pathways to achieve sustainable development by adopting adaptation, mitigation, and crosscutting strategies. To this end, emerging opportunities such as digital and blue economy initiatives, low emissions development pathways as well as climate financing are well prioritized in the Strategy. The specific objectives of the NCCRS are to (i) enhance mainstreaming of climate change issues into development plans and budgets; (ii) facilitate implementation and monitoring of Tanzania’s Nationally Determined Contribution (NDC); (iii) align climate change interventions with the national development agenda of the industrialized economy; (iv) implement strategic adaptation and mitigation measures in line with the national circumstances, requirements of climate change related agreements, sustainable development goals (SDGs); (v) enhance research, public awareness, education, and capacity building; (vi) enhance coordination and institutional capacity; (vii) facilitate mobilization of sustainable and adequate finance and technologies to support climate change adaptation and mitigation interventions; (viii) promote and facilitate the transfer of climate-smart technologies; (ix) promote gender-responsive climate change adaptation and mitigation interventions; (x) promote inclusive engagement of stakeholders, including community, media, civil society organizations, and private sector in designing, implementing, and monitoring sustainable climate change adaptation and mitigation interventions.
Adaptation remains the highest priority for Tanzania. This Strategy provides the basis for identifying short, medium, and long-term adaptation activities designed to address existing and emerging threats of climate change. The main adaptation interventions regard the following sectors (i) Freshwater Resources, to ensure their sustainable management, and resilience, as well as of the WASH systems; (ii) Coastal and Marine Environment to build adaptive capacity; (iii) Forest and Bee Keeping to enhance climate change resilience of forests and non-timber products; (iv) Wildlife; (v) Agriculture, with particular focus on crops and efficient water use; (vi) Human Health, in particular, public health systems; (vii) Tourism; (viii) Energy, to develop a less carbon-intensive and climate change resilient energy infrastructures; (ix) Industry, to develop a more diversified sector; (x) Livestock; (xi) Fisheries; (xii) Infrastructure; (xiii) Human Settlements; (xiv) Land Use.
The NCCRS participates in mitigation measures and activities to achieve economic development while contributing to the reduction of greenhouse gas emissions. The mitigation interventions regard the following sectors (i) Energy, to achieve sustainable and industrial development through the promotion of low-intensive carbon technologies; (ii) Forest and Mangroves, to enhance the contribution of the forest sector by exploiting the global GHG mitigation potentials; (iii) Industry; (iv) Transport, to promote an efficient transport system with minimum GHG emissions; (v) Waste management; (vi) Livestock, to enhance the productivity while reducing the greenhouse gas and methane emission and improving the efficiency.
