Abstract
The National Five Year Development Plan is multi-sectoral national plan of the United Republic of Tanzania for the period 2016/17-2020/2021. Its main goal is to ensure industrialization, human development, and implementation effectiveness for which it lists a set of multi-sectoral objectives.
Among others, in the area of food security, the Plan provides for interventions to prevent stunting and improvement of early childhood development; interventions that improve vitamin and mineral intake; interventions that lead to proper management of acute malnutrition; interventions promoting enrichment of nutrient density of the diets of young children; programmes that improve public health, water, and sanitation; and programmes that address issues of nutrition governance and accountability.
For the environment protection, the document targets for implementation of concrete adaptation measures to reduce vulnerability of livelihoods and economy of the coast communities of Tanzania; strengthening the contribution of natural resources products (forestry and bees) to the economy; and implementing National tree planting and management strategy.
The document also tackles poverty problem including measures aiming to enhance low cost credit to women/youth; expand coverage of health insurance of the population; implement universal social pension scheme to eligible elders; economically empower women; and end child marriage and early pregnancies.
The Plan also aims to improve agricultural and food systems including by reforming land administration, improving trade, increasing use of modern technologies, deepening value chains, promoting skills along the value chains, commercialization, quality and standards promotion, improving infrastructure, promoting producer groups, improving access to financial services, and other agricultural interventions in specific crops areas.
In the area of climate change, the document strives for combating climate change and its impacts; putting more emphasis on emission reduction; integrating, harmonizing and coordinating environmentally sustainable policies and strategies for growth in key growth sectors, including climate change adaptation and mitigation; and mitigating and adapting to climate change, including supporting research programs to improve and develop new technologies, quality seeds, pest control, and agronomic practices.
According to the document, the governance arrangements for the Plan will be set out in the M&E Master Plan which will feature an institutional framework that is inclusive in that it brings together all relevant stakeholders to carry out data generation, research and analysis, communication and feedback mechanism and linking to relevant government policy, decision making bodies and users. At the operational level, the Plan’s Delivery Unit will, in collaboration with lead ministries, departments and agencies, prepare and publish a clear and comprehensive implementation roadmap and set key performance indicators and targets for all flagship projects.
