Abstract
These Guidelines aim to promote gender mainstreaming in environmental management in Tanzania, which is crucial for achieving gender equality in this field. What sets these guidelines apart is their approach, as they do not solely focus on women but consider both women and men as active participants and beneficiaries in the development process. Unlike a "women in development" approach, gender mainstreaming starts with a thorough analysis of the development context rather than making assumptions about the roles and challenges of women. As a result, it ensures that policy and decision-making processes take into account the unique interests and needs of both genders, acknowledging their concerns, experiences, and priorities. This inclusive approach becomes an integral part of designing, implementing, monitoring, and evaluating policies, projects, and programs across all sectors. Incorporating gender considerations into environmental management leads to better prioritization of issues and opens up innovative avenues for resource mobilization and enhanced implementation.
According to the text, some of the main interventions to mainstream gender into the environment are (i) developing and implementing gender mainstreaming guidelines for coordinating actors involved in environmental management; (ii) building capacity and awareness of gender issues among environmental stakeholders; (iii) conducting gender analysis and using sex-disaggregated data in policy and program design, implementation, monitoring and evaluation; (iv) ensuring gender balance and participation of both men and women in decision-making and implementation processes; (v) mobilizing resources and allocating budget for gender-sensitive environmental interventions; (vi) advocating and communicating for gender equality and environmental sustainability.
The key outcomes of implementing this approach encompass (i) strengthening women's capabilities and empowerment in environmental management and decision-making (ii) advancing gender equality and equity in accessing, controlling, and benefiting from environmental resources and services; (iii) guaranteeing the recognition of women's rights and addressing their needs within environmental policies and programs; (iv) leveraging gender considerations within both national and international environmental and development laws and frameworks; (v) encouraging the development of best practices and innovative approaches for environmentally sensitive interventions that are gender-inclusive.
