National Strategy for Growth and Reduction of Poverty II (NSGRP II).

The focus of the present Strategy for Growth and Reduction of Poverty continues to be that of accelerating economic growth, reducing poverty, improving the standard of living and social welfare of the people of Tanzania as well as good governance and accountability. Chapter 4, the central Chapter, presents details of the strategic interventions, and how the outcomes will be achieved. The Chapter consists of 3 Clusters as follows: Growth for Reduction of Income Poverty (I); Improvement of Quality of Life and Social Well-being (II); and Good Governance and Accountability (III). Cluster I deals with Growth for Reduction of Income Poverty and prioritizes the following Goals: Pursuing Sound Macroeconomic Management (1); Reducing Income Poverty through Promoting Inclusive, Sustainable, and Employment-Enhancing Growth and Development (2); Ensuring Creation and Sustenance of Productive and Decent Employment, especially for Women, Youth and People with Disabilities (3); Ensuring Food and Nutrition Security, Environmental Sustainability and Climate Change Adaptation and Mitigation (4); Leveraging Returns on National Resources (both within and outside) for Enhancing Growth and Benefits to the Country at Large and Communities, especially in Rural Areas (5).
Cluster II concerns Improvement of Quality of Life and Social Well-Being and provides for the following Goals: Ensuring Equitable Access to Quality Early Childhood Development (ECD) Programmes, Primary and Secondary Education for all Girls and Boys (1); Ensuring Expansion of Quality Technical and Vocational Education and Training, Higher Education, and Adult, Non-Formal and Continuing Education (2); Improving Survival, Health, Nutrition and Well Being, especially for Children, Women and Vulnerable Groups (3); Increasing Access to Affordable Clean and Safe Water; Sanitation and Hygiene (4); Developing Decent Human Settlements While Sustaining Environmental Quality (5); Providing Adequate Social Protection and Rights to the Vulnerable and Needy Groups (6).
Cluster III provides for Good Governance and Accountability and is divided into the following Goals: Ensuring Systems and Structures of Governance Uphold the Rule of Law and are Democratic, Effective, Accountable, Predictable, Transparent, Inclusive and Corruption-Free at all Levels(1); Improving Public Service Delivery to all, especially to the Poor and Vulnerable (2); Promoting and Protecting Human Rights for all, particularly for Poor Women, Children, Men and the Vulnerable, including People Living With HIV/AIDS (3); Ensuring National and Personal Security and Safety of Properties (4); Promoting and Preserving Culture of Patriotism, Hard Work, Moral Integrity, and Self-Confidence (5).
