Abstract
These Regulations, comprising 19 articles, aim to establish the National Water Fund to provide financial support to implementing agencies. The Fund's purpose is to execute water supply and sanitation projects in Mainland Tanzania, particularly in areas with the lowest coverage, as well as to manage catchment areas and develop water sources. The water projects shall include (i) protection and conservation of water catchment areas; (ii) development of water storage, safety, and security facilities; (iii) construction, rehabilitation, and expansion of water supply and sanitation infrastructure. A Board will manage the Fund with the following main functions (i) ensuring full collection and transfer of funds; (ii) overseeing proper utilization of deposited monies; (iii) disbursing funds for approved water projects; (iv) ensuring economical and efficient operations; (v) recommending measures against fund misuse; (vi) approving annual income and expenditure estimates; (vii) executing annual performance agreements with implementing agencies; (viii) approving and submitting quarterly lists of funded projects to the Minister; (ix) advising the Minister on fund use, management, and new sources. The Fund is also responsible for monitoring and evaluating the utilization of funds disbursed to the implementing agencies for the purpose of executing water projects.
