Abstract
These Regulations introduce various updates to the principal text, enhancing clarity, consistency, and operational efficiency. Key amendments include (i) application fee and terminology, clarifying the non-refundable fee and replacing outdated terms (Regulation 4); (ii) experimental permits, establishing a one-year validity with renewal options for ongoing research (Regulation 9); (iii) application disqualifications, adding "new scientific findings" as grounds for disqualification (Regulation 11); (iv) biological control agents, setting criteria for registration based on efficacy, safety, environmental impact, and acceptable risks (Regulation 14); (v) public interest definition, now encompassing political, economic, social, environmental, and health matters (Regulation 22); (vi) document consistency and technical corrections, addressing redundancies and terminology; and (vii) adjusted deadlines and authority references for appeals (Regulation 117).
