Abstract
The Sustainable Energy for All Initiative (SE4ALL), launched by UN in 2011, has been embraced by Tanzania considering the access to modern energy services as a necessary precondition for achieving development goals beyond the energy sector, such as poverty eradication, access to clean water, improved public health and education, women’s empowerment and increase food production. The three inter-related goals, with the quantitative objectives set by Tanzania, to be achieved by 2030 are (i) ensuring universal access to modern energy services (in terms of 1.percentage of population with electricity access and 2.percentage of population with access to modern cooking solutions); (ii) doubling the rate of improvement in energy efficiency (rate of improvement in energy intensity -2.6% per year); (iii) doubling the share of renewable energy in the global energy mix. The Action Agenda (AA) includes the following priority actions (i) access Acceleration Strategy to bring energy solutions to communities and development centers that may not be reached by grid expansion; (ii) improving the structure of the energy sector; (iii) improving the policy and regulation of the energy sector; (iv) human and institutional capacity development. The SE4ALL proposition is that in order to achieve the initiative’s objectives all stakeholders need to play a leadership role as follows (i) national Government must design and implement a set of integrated country actions (i.e. country action plans); (ii) the private sector provides business and technical solutions and drives investment; and (iii) the civil society organizations advocate and monitor public policy and businesses action. The document includes an Investment Prospectuses (IP) that provides an approach to operationalizing the Country Action Agenda by identifying a set of implementable programs and projects, including their investment requirements.
