Abstract
This Climate Smart Agriculture (CSA) Programme is a nationwide sectoral document aiming at identifying and operationalizing sustainable agricultural development within the parameters of climate change and variability. To ensure that the country is food secure and for food producers to improve their livelihoods, climate-smart agriculture (CSA) is the most appropriate approach since it (i) ensures a sustainable increase in agricultural productivity; (ii) builds resilience in food systems; (iii) adapts to climate change; (iv) reduces food losses and waste; (v) contributes to the reduction and removal of greenhouse gas emissions, where possible. Thus, the five core objectives of the Country CSA Programme are (1) increase the productivity of the agricultural sector through (appropriate) climate-smart agriculture practices that consider gender; (2) enhance climate resilience of agricultural and food systems; (3) strengthen policy, legal, and institutional framework to increase efficiency and effective implementation of climate-smart agriculture; (4) improve infrastructure to support value addition, marketing, trade, and postharvest management; (5) develop financing mechanisms to solicit resources through national, international and public-private partnerships to support climate-smart agriculture.
To improve productivity and incomes through the adoption of the CSA approach the targets are (i) sustainable CSA technologies adopted by smallholder farmers and yields of staple crops (such as maize, rice, sorghum, cassava, potatoes, and beans) increased by 50%; (ii) production of poultry, cattle, small ruminants, and pigs increased by 30%; (iii) productivity of aquaculture increased by 50%; (iv) irrigation schemes productivity increased by 25 percent and integrated farming systems increased by 50 percent; (v) sustainable water harvesting and management systems developed; (vi) post-harvest losses for staple food crops, horticultural crops, livestock, and fish value chains reduced by 30%; (vii) Enhanced extension, climate information services, and agro-weather advisories.
The Policy envisages a reduction by 50% of the stunting and underweight in children as well as micronutrient deficiencies in children and women of reproductive age by achieving food security through the adoption of the CSA approach.
To protect the environment, it is necessary to (i) improve soil health, and restore degraded lands; (ii) adopt sustainable climate-smart technologies and sustainable land management practices; (iii) conserve the natural resources and catchments; (iv) implement the National REDD+ Strategy in 25% of natural forests.
For inclusive economic and social growth, the document aims to the following (i) income from food and cash crop production by men and women increased by 20% and 30% percent, respectively; (ii) urban and peri-urban agriculture increased; (iii) crop and livestock weather-indexed insurance increased by 30%; (iv) is developed an Early Warning System and Emergency Preparedness; (v) enhanced the value addition process for agricultural products and export is improved; (vi) increased the funding in research, development, and innovations by 50%.
As for Governance, it is necessary to improve the institutional coordination for implementing the Policy by the following bodies: (i) the National Climate Change Technical Committee (NCCTC) and National Climate Change Steering Committee (NCCSC) to guide the coordination and implementation of the CSA Program; (ii) the NCCTC to provide technical advice to the National Climate Change Focal Point (NCCFP) in the Vice President’s Office – Division of Environment; while (iii) the NCCSC shall provide policy guidance and ensure coordination of Programmatic Result Areas as well as cross-sectorial participation.
