Abstract
This second Tanzania Forest Services (TFS) Agency Five-Year Strategic Plan, covering the period from July 2014 to June 2019, is a comprehensive national document designed to develop resources and assets, enhance management systems, and implement initiatives addressing challenges encountered during the first Plan. This aims to achieve desirable future outcomes based on lessons learned. The Plan is intended to create a shared vision among TFS staff and key stakeholders, improving service delivery and guiding the implementation of conservation, development, and utilization of forest and bee resources to meet the social, economic, ecological, and cultural needs of current and future generations. The objectives of the Plan are as follows (i) reduction of HIV/AIDS infections and support for affected staff: this includes improving supportive services for staff living with HIV/AIDS; (ii) enhancement of good governance and gender balance: actions will be taken to promote gender balance and good governance, ensuring national strategies on anti-corruption and gender are fully operationalized. This involves activities such as law enforcement, ethics training, development of guidelines, conflict management, gender issue mechanisms, and customer care; (iii) strengthening institutional capacity: activities include training and recruiting competent staff, providing necessary working gear and facilities, identifying and developing new revenue sources, and involving stakeholders in resource management. Efforts will also focus on applying market forces to set prices and fees for forest goods and services, developing procedures for evaluating forest products, training revenue collection staff, and sensitizing stakeholders on regulations and procedures; (iv) improving forest and bee resource base and ecosystem: this aims to enhance conservation, stabilize ecosystems, promote inclusive biodiversity, and ensure a sustainable supply of products and services; (v) enhancement of quality utilization of forest and bee products: this includes meeting the demand for quality bee products for both domestic and export markets, increasing production, and adhering to international standards.
