Abstract
This Inclusive National Entrepreneurship Strategy is a nationwide sectoral document aiming at implementing an inclusive entrepreneurship development, considering the social and environmental challenges to address the economic, social and regulatory barriers to equal, effective economic participation by youth, men, and women, rural poor, the disadvantaged and other groups. The entrepreneurship should become a channel for the social and economic integration of most vulnerable groups. It is built upon the following 5 basic pillars (1) optimizing the Regulatory Framework; (2) enhancing Entrepreneurship Education and Skills Development; (3) facilitating Technology Exchange and Innovation; (4) improving Access to Finance; (5) promoting Awareness and Networking. The specific objectives for each pillar are as follows (i) reduce regulatory and administrative hurdles for start-ups; (ii) recognize entrepreneurship as a subject and integrate its effective teaching across other disciplines at all levels of formal education; (iii) support Public Private Partnerships (PPPs) with a strong focus on the use of ICT to develop and deliver new products, services and processes. The process should include the rural communities; (iv) develop targeted financial solutions for entrepreneurs; (v) instill the entrepreneurship mind set, whilst addressing cultural biases in society, paying specific attention to the status of women entrepreneurs and disadvantaged groups.
