Abstract
These Regulations regulate the growing and marketing of tobacco in Tanzania. They shall apply in the regions specified in the First Schedule.
The 54 regulations are divided into 6 Parts: Preliminary Provisions (I); Registration of growers and processors (II); Plant protection rules (III); Contract farming (IV); Marketing procedures (V); Tobacco Inspectors (VI).
No person shall grow tobacco unless registered with the Tanzania Tobacco Board (regs. 4 to 8). Regulation 9 concerns the registration of processing factories. Regulation 11 lists varieties allowed to be produced in Tanzania. Importation of seeds requires approval from the Chief Agricultural Official of the Ministry of Agriculture ("The Director")(reg. 12). The Director shall also specify areas where tobacco may be grown under section 12. Regulation 14 specifies periods for sowing of seeds. Regulation 15 provides for sanitary measures in tobacco premises, whereas regulation 16 places restrictions on intercropping. Any buyer may enter into a farming contract with a grower in accordance with regulations 19 to 24. These buyers shall compensate farmers for agro-chemicals and other products approved by the Board. Buyers of greenleaf tobacco shall obtain buying permits from local authorities under regulation 25. Section 26 provides for classification of tobacco. (completed by 2 Schedules)
