Abstract
These Rules, made under section 28 of the Water Supply and Sanitation Act, regulate the operations of private borehole services including the procedures for the registration and deregistration of private borehole operators in a licensed area. Save certain obligations, these Rules shall not apply to persons having a private borehole for own use. No person shall supply water in a licensed area using a borehole unless such borehole is registered by a Water Supply and Sanitation Authority or any other entity licensed by the Authority to provide water supply and sanitation services (licensee). Boreholes may also be deregistered by a licensee if quality or legal requirements are not met. The Rules set out obligations of operators and licensees to ensure supply of clean and safe water to customers. The Rules also provide with respect to water tariffs and inspection of boreholes.
