Cabinet Resolution No. 932-r validating the Concept for the Implementation of State Policy in the Field of Climate Change for the Period Until 2030.

The scope of the Concept is to improve state policy in the field of climate change to achieve sustainable development of the state, create legal and institutional prerequisites to ensure a gradual transition to low-carbon development under the condition of economic, energy and environmental security and increase the well-being of citizens.
The Concept defines the basis for the development of draft laws and other regulatory legal acts, strategies and action plans for their implementation for various components of state policy in the field of climate change.
The main fields of implementation of the Concept are: (a) strengthening institutional capacity to formulate and ensure the implementation of state policy in the field of climate change; (b) preventing climate change by reducing anthropogenic emissions and increasing the absorption of greenhouse gases and ensuring a gradual transition to low-carbon development of the state; and (c) adaptation to climate change, increasing resilience and reducing risks associated with climate change.
The implementation of the Concept will allow: (a) to improve state policy on climate change and strengthen institutional capacity for its implementation; (b) to ensure compliance with all of Ukraine's obligations under the UN Framework Convention on Climate Change and other international agreements in the field of climate change; (c) to ensure the achievement of the expected nationally determined contribution in 2030; (d) to ensure a reduction in the energy intensity of gross domestic product by 20 percent by the end of 2020 and provide for a gradual approximation of energy intensity to the corresponding indicators of developed countries with similar climatic, geographical and economic conditions; (e) to increase the absorption of greenhouse gases through measures in forestry and land use; (f) to raise the level of awareness of civil society on all aspects of the problem of climate change and low-carbon development of the state; (g) to increase the level of public participation in making management decisions in the field of climate change; and (h) to implement medium-term strategies for low-carbon development and adaptation to climate change.
