Decree No. 149 of the Cabinet of Ministers validating the Methodology for calculating energy saving as a result of implementation of energy efficiency measures financed by the state institution Energy Efficiency Fund.

This Methodology establishes a mechanism for energy saving as a result of implementation of energy efficiency measures financed by the state institution Energy Efficiency Fund for: (a) determining the average level of energy resource consumption savings in the aggregate of all projects funded or jointly funded by the Fund; (b) determining the amount of the cost savings for financing residential subsidies to the population for payment of electricity, natural gas, heat, water and wastewater services, rent (maintenance of buildings and structures and adjoining areas), the removal of waste of domestic sources and liquid sewage resulting from the implementation of measures of energy efficiency of the Fund's programs; and (c) formation of the reporting and accounting of the Fund. The amount of energy savings resulting from the implementation of energy efficiency measures in a residential building is calculated separately for: heating; cooling; and hot water supply.
