Decree No. 548 of the Cabinet of Ministers validating the procedure for the examination of urban land-use planning documentation.

Procedure for the examination of urban land-use planning documentation establishes the following list of urban land-use planning documentation: (a) general scheme of planning the territory of Ukraine; (b) planning schemes of certain parts of the territory of Ukraine; (c) planning schemes of the regional areas; (d) comprehensive plans for the spatial development of the territories of territorial communities; and (e) master plans of cities. The examination is carried out by expert organizations, regardless of the form of ownership, consisting of certified experts in the relevant areas of professional activity, architects who have received the appropriate qualification certificate, and certified land surveying engineers. Based on the results of the conducted examination, the expert organization shall provide the customer with an expert opinion in electronic form, with the qualified electronic signatures of the responsible persons superimposed on it: (a) positive - in the event that the project of urban land-use planning documentation complies with the requirements of legislation, decisions of executive authorities and local self-government bodies on planning and development of territories, the task of developing urban planning documentation, the order of its development, building regulations, requirements regarding its composition and content; and (b) negative - in case of non-compliance of the project of urban land-use planning documentation with the requirements of legislation, decisions of executive authorities and local self-government bodies on issues of planning and development of territories, the task of developing urban land-use planning documentation, the order of its development, building regulations, requirements regarding its composition and content.
