Decree No. 828 of the Cabinet of Ministers validating the Procedure for inspection, water sampling and analysis.

This Procedure defines the mechanism for inspection, water sampling and analysis of water in order to determine the source of pollution of inland waters and the territorial sea. Sampling of background indicators of water quality of harbour water is carried out by the authorized representatives of the port administration at sampling points of background water quality indicators immediately after the detection of visible traces of oil or oil-containing or other pollutants within harbour water of a seaport. Water sampling at the place of pollution is carried out by the state environmental inspectors in the presence of authorized representatives of the administration seaport. Water samples at the site of contamination are taken in duplicate. For determination of background indicators of water quality samples are taken in one sample. Sampling of water on board of a vessel is carried out by the state inspector in the presence of an authorized representative of the Maritime Administration, the captain of vessel (or other person authorized by him), maritime agent (by consent).
