Law No. 1699-VII On the principles of state anti-corruption policy in Ukraine (Anti-corruption strategy) for 2014-2017.

Anti-corruption strategy for the period of 2014-2017 is a nationwide multi-sectoral policy document addressing corruption as one of the priorities of Ukraine’s society at the present stage of development of the state. Actually, in Ukraine in fact there is no effective anti-corruption strategy that takes into account the severity of the problems and urgency of the situation. In this regard, it is necessary to adopt a new strategic document, which would identify priority measures to prevent and combat corruption, which should create a basis for further reform in this field. In Ukraine there is virtually no clear legislative and institutional basis for the formation and implementation of anti-corruption policy on the basis of cooperation between state bodies and the public.
The goal of this Anti-corruption strategy is to create a decision-making system in Ukraine related to anti-corruption policy based on the results of the analysis of reliable data about corruption and the factors that lead to it, in particular statistical ones, monitoring the implementation of these decisions and their impact on the state of affairs related to the prevention of corruption by an independent specialized body involving representatives of civil society, as well as the formation of public support in overcoming corruption.
Anti-corruption strategy shall envisage adoption of the following measures: (a) to determine at the legislative level the principles of organization and activity of authorized body for the prevention of corruption, responsible, in particular, for a set of measures for the formation and implementation of anti-corruption policy; (b) to develop a draft act of the Cabinet of Ministers of Ukraine on approval of the national methodology for assessing the level of corruption in accordance with UN standards; (c) to hold annual hearings in the Verkhovna Rada (Parliament) of Ukraine on the national report on the state of affairs on the prevention of corruption, drafted by the authorized anti-corruption body; (d) ) to ensure the implementation of international standards of cooperation between the authorities and the public in decision-making in the field of anti-corruption policy; and (e) to conduct on a regular basis information campaigns focused on different social groups and aimed at eliminating tolerance towards corruption, increasing the level of cooperation between the government and citizens in combating corruption.
