Law No. 1947-III validating the National Program on toxic waste management.

This National Program on toxic waste management is a multisectoral nationwide policy document having as its purpose eliminating or limiting the negative effect of toxic waste on environment and human health with the consideration of the current state of the national economy and the prospects of socio-economic development. The period of implementation of the Program is 2000-2005. Depending on the amount of accumulation of toxic waste in some parts of the country the issue of their treatment is resolved at the following levels: (a) nationwide; (b) regional and (c) local (site level). The Program provides for the solution of the following main tasks: (a) identification of the main directions in the field of toxic waste treatment as an integral part of state policy in the field of protection of the environment, use of natural resources and environmental security; (b) development and implementation of program activities on a consistent reduction in the amount of accumulated toxic waste by recycling, treatment and disposal; limiting the generation of toxic waste by restructuring of production (where possible), recycling, introduction of low-waste technologies and closed cycle processes; and (c) cleaning of areas contaminated with toxic waste. In particular, the Program envisages disposal and removal of unusable chemical plant protection means concentrated in orderly landfills. The expected result includes reduction of the area of land allocated for storage pf toxic waste and toxic waste dumps.
