Law No. 2264-VIII "On safety and hygiene of feedstuffs".

This Law defines the legal and organizational principles for ensuring the safety of feedstuffs in the process of their manufacturing, circulation and use, in particular, sets forth hygienic requirements, labelling, packaging and presentation of feedstuffs, and regulates the relevant social relations between market operators and public authorities. This Law consists of XI Sections. Section I lays down the general provisions. Section II establishes plenary powers of the state executive bodies in the sphere of manufacturing, circulation and management of feedstuffs. Section III establishes rights and obligations of market operators and lays down methodical guidelines. Section IV regards state regulation of manufacturing and circulation of feedstuffs. Section V sets forth requirements for labelling, presentation and packaging of feedstuffs. Section VI sets forth requirements for manufacturing and circulation of feedstuffs. Section VII regards hygiene of feeding of livestock. Section VIII deals with international trade. Section IX establishes state supervision and liability for the infringement of legislation related to feedstuffs. Section X lays down final and transitional provisions. Section XI sets forth requirements for management of livestock feedstuff waste. This Law shall be applicable to public relations between market operators and state executive bodies for ensuring safety of feedstuffs at the stages of their manufacturing, circulation and use, in particular by ensuring proper hygiene, labelling, packaging, presentation of feedstuffs, and also good practices for feeding of productive animals. Central state executive body in the sphere of veterinary shall be responsible for: (a) validation of regulations for elaboration, implementation and application of permanent procedures based upon the principles of HACCP; (b) procedure for the formation and keeping State register of facilities for manufacturing and circulation of feedstuffs, and methodical instructions; (c) establishment of the amount of feed additives to be mixed with feedstuffs; (d) validation of the list of substances for limited inclusion in feedstuffs or prohibited for use in feedstuffs; and (e) formation and keeping State catalogue of feedstuffs and State register of provisions on properties of feedstuffs for particular nutritional purposes.
