Law No. 2625-III “On bodies of self-organization of the population”.

This Law outlines the legal framework governing the establishment and functioning of self-organization bodies within the population of Ukraine. Its primary focus is to define the legal status, organizational structure, and operational procedures of these bodies, which serve as representative entities for local communities. The objectives include enhancing citizen participation in local governance, ensuring compliance with national laws, and facilitating community engagement in socio-economic and cultural development. It aims at decentralization of governance and empowerment of local communities. Implementation of the provisions outlined in the document requires the mandatory registration of self-organization bodies, which can be achieved through written notification to the relevant executive committees of local councils. The document specifies the essential components that must be included in the bylaws of these organizations, such as their name, jurisdiction, objectives, and the rights and responsibilities of their members. Additionally, it emphasizes the need for local councils to provide methodological support and legal assistance to these bodies, ensuring they operate effectively within the established legal framework. Self-organization bodies are encouraged to engage residents in activities related to the maintenance of public spaces, which can include community gardens and green areas. The main tasks of the bodies of self-organization of the population are: (a) creating conditions for the participation of residents in resolving issues of local importance within the framework of the Constitution and laws of Ukraine; (b) satisfying the social, cultural, household and other needs of residents by assisting in the provision of appropriate services to them; and (c) participating in the implementation of socio-economic, cultural development of the relevant territory, other local programs. This Law contains VIII Sections divided into 29 Articles. Section I lays down general provisions. Section II establishes the procedure for constituting bodies of self-organization of the population. Section III establishes powers of self-organization of the population. Section IV establishes financial and economic basis of self-organization of the population. Section V regards organization of the activities of self-organization of the population. Section VI ensures the exercise of the powers of bodies of self-government of the population and the national legislation on bodies of self-government of the population. Section VII establishes guarantees of activity and liability for violations of the legislation on the bodies of self-government of the population. Section VIII lays down conclusive provisions.
