Law No. 3059-III “On general land-use planning scheme of the territory of Ukraine”.

The general land-use planning scheme defines priorities and conceptual solutions for the planning and use of the country's territory, improvement of inhabited areas and ensuring the sustainable development of inhabited areas, development of industrial, social, engineering and transport infrastructure, formation of a national ecological network. The general scheme consists of textual and graphic materials, in which: the results of the analysis of the state of use of the national territory are given; the main areas of use of the national territory are defined; proposals for the implementation of the General Scheme are outlined. In order to ensure the effective use of territories that have special economic, ecological, scientific, aesthetic value, development with state support is envisaged: territories with a critical level of industrial and urban development and natural and man-made hazards and a low level of supply of natural resources; territories with significant nature protection, recreational, health, historical and cultural potential, a high level of industrial and urban development and natural and man-made hazards; territories with significant nature protection, recreational, health and historical and cultural potential and a low level of development of social and engineering and transport infrastructure and natural and man-made hazards. The implementation of the General Scheme is designed for two stages: 2001-2010 and 2011-2020.
