This National program for the development of the mineral resource base of Ukraine for the period up to 2030 is a sectoral policy document. One of the important factors in overcoming the crisis in the economy of Ukraine is the proper provision of the needs of the economy in mineral resources and their efficient use. Mineral resource base is a set of explored and previously estimated reserves of minerals and related components that can be used in sectors of the economy provided that the economic benefits are sufficient to carry out expanded production to ensure the economic security of the state.
Over the last 5-10 years, the real possibilities of further growth of hydrocarbon reserves, discovery and exploration of new types of minerals for Ukraine - gold, chromium, copper, lead, zinc, molybdenum, rare and rare earth elements, lithium, niobium, tantalum, phosphorites have been confirmed. fluorite, gemstone raw materials, etc. It is with the initiation and significant increase in their production associated with the potential for increasing the export potential of the state. The Program regards also deposits of hydrocarbons (oil, natural gas, coal).
Taking into account global trends in the use of minerals, the main problematic issues of meeting the needs of the economy in mineral resources at the appropriate level are associated with the following factors: the value and non-renewable nature of natural mineral resources necessitate their rational and economical use. Intensive methods of extraction, processing and consumption of minerals on the basis of the latest achievements of science and technology are an integral part of the global technical revolution; scientific and technological progress in all subsectors of the mineral complex and fierce competition between producers of mineral raw materials in market economies make it impossible, contrary to all forecasts, to move to the active use of poorer ores.
The scope of the Program is to meet the needs of the national economy in mineral resources through its own production, reduce Ukraine's dependence on imports of mineral resources and increase the country's export potential through its own extraction of minerals that are in great demand on the world market. The scope of the Program is fully consistent with modern European principles of sustainable development - to meet the urgent needs for mineral resources without the risk of depriving future generations to meet their needs.
The problem of development of the mineral resource base of Ukraine as a material basis for the growth of the national economy requires a balanced systemic approach, the best option of which is a balanced use of state and private business resources and the introduction of innovation and investment mechanism of subsoil use. This will increase the efficiency of state influence on the development of the geological industry, ensure the introduction of modern efficient forms of management, create additional jobs in the mineral complex and increase its contribution to the national economy, reduce its dependence on imports of certain minerals. and strengthen export potential.
