Abstract
This Law defines the legal, organizational, and financial and economic principles for the formation, placement, storage, movement, delivery, reservation, refreshment, and release of material assets of state reserves, as well as the creation and functioning of the Unified Register of State Reserves. Responsible storage of state material reserves shall be intended a storage service in compliance with the necessary conditions to ensure the proper quality of the corresponding quantity of material assets deposited in state reserves by business entities regardless of their form of ownership (residents and non-residents), including outside the territory of Ukraine, in accordance with the procedure and conditions specified by this Law and the agreement. State material reserve shall be intended a stock of material assets consisting of stocks of raw materials, fuel and energy, material and technical resources, industrial and food products, medicines and medical devices intended for use in peacetime, as well as in a special period. The state material reserve is intended for: (a) ensuring the needs of Ukraine in a special period; (b) ensuring the strategic needs of Ukraine; and (c) providing humanitarian aid. Stocks of material assets of the state material reserve are placed at enterprises, institutions and organizations that can ensure responsible storage of material assets of the state material reserve. Material values supplied to state reserves must meet the requirements established by law regarding the safety of certain types of products, as confirmed by relevant documents, throughout the entire storage period.
