Abstract
This Law establishes legal, economic and organizational grounds for the functioning of state land cadastre. State land cadastre shall be unified state geoinformation system of data related to land located within state boundaries of the Ukraine, specifying purposeful use thereof, use restrictions, and also data on qualitative and quantitative characteristics of land, valuation thereof and distribution of land between owners and tenants. The scope of keeping state land cadastre shall be to supply state bodies, local government, natural and legal persons in the process of: (a) regulation of land relations; (b) management of land resources; (c) organization of rational management and protection of land; (d) land survey; (e) land valuation; and (f) application and collection of land charges. Keeping State Land Cadastre is carried out by: (a) creation of an appropriate state geodetic and cartographic basis, which is determined and provided in accordance with this Law; (b) entering information about the objects of State Land Cadastre; (c) making changes to the information on the objects of State Land Cadastre; and (d) processing and systematization of information about the objects of State Land Cadastre. Keeping and administration of State Land Cadastre is performed by the central executive body that implements the state policy in the field of land relations. State Land Cadastre includes the following information on the cartographic basis: (a) composition of information displayed on a cartographic basis; (b) date of creation of the cartographic basis; (c) information about the person who created the cartographic basis; (d) scale (accuracy) of the cartographic basis; and (e) coordinate system of the cartographic basis. Objects of State Land Cadastre are: (a) land within the state border of Ukraine; (b) land within the territory of administrative-territorial units; (c) restrictions on land use; and (d) land plot. This Law contains VII Sections divided into 204 Articles. Section I lays down general provisions. Section II determines bodies responsible for keeping state land cadastre. Section III defines composition of information contained in state land cadastre. Section IV establishes the procedure for keeping state land cadastre. Section V establishes guarantees of reliability of state land cadastre information and responsibility in the field of state land cadastre. Section VI regards financing of keeping and functioning of state land cadastre and sets fees for services of state land cadastre. Section VII lays down final and transitional provisions.
