Abstract
This Law defines the legal and organizational principles of the state climate policy aimed at ensuring low-carbon and sustainable development of Ukraine, its environmental, food and energy security, achieving climate neutrality, ensuring mitigation of the consequences of climate change and adaptation to it, fulfilling Ukraine's international obligations in the field of climate change, improving the national system of inventorying anthropogenic greenhouse gas emissions from sources and absorption by sinks of greenhouse gases, ensuring the functioning of the national system of monitoring and assessing the achievement of the goals of the state climate policy and forecasting in the field of climate change. The scope of this Law is to regulate relations arising during the formation and implementation of state climate policy and it is aimed at ensuring the achievement of climate neutrality, mitigating the consequences of climate change and adapting to it, ensuring low-carbon and sustainable development, and environmental, food and energy security of Ukraine. The principles of state climate policy are: (a) gender equality in the process of forming and implementing state climate policy and the transition to low-carbon development; (b) differentiated responsibility - recognition by Ukraine of its responsibility to the international community and future generations regarding climate security and climate change; (c) achieving climate neutrality - directing state climate policy towards a consistent and systematic reduction in the volume of anthropogenic greenhouse gas emissions and increase in the volume of absorption by greenhouse gas sinks in all sectors of the economy and/or areas of public policy; (d) cost-effectiveness of policies and measures to mitigate the effects of climate change and adapt to it; (e) "energy efficiency first" - carrying out cost-benefit analysis to take into account the overall efficiency of the integrated energy system, ensuring security and economic efficiency, and facilitating the adoption of the most effective solutions to achieve climate neutrality along the entire value chain (from energy production to final energy consumption); (f) "polluter pays" - economic entities responsible for greenhouse gas emissions and environmental pollution bear the costs associated with such emissions and pollution, including the cost of measures taken to prevent emissions and environmental pollution, control and eliminate them, etc.; (g) reporting - assessment, monitoring and informing the public and the international community regarding climate change mitigation and adaptation; (h) innovative orientation - the introduction of the latest technologies and achievements of science and technology during the implementation of state climate policy; (i) nature-oriented - the priority of preserving natural ecosystems when making decisions to achieve the goals of state climate policy; (j) international cooperation - active cooperation with international partners and organizations in the field of state climate policy to exchange best practices and experience; and (k) sustainable development - compliance of state climate policy with the global goals of sustainable development of the United Nations by ensuring a balance between environmental, economic and social aspects. The state climate policy is aimed at achieving climate neutrality of Ukraine by 2050, ensuring mitigation of the consequences of climate change and adaptation to it, low-carbon and sustainable development, and environmental, food and energy security of Ukraine. This Law contains VI Sections divided into 29 Articles. Section I lays down general provisions. Section II defines the principles of state climate policy, state regulation and management, scientific support in the field of state climate policy. Section III establishes planning of state climate policy. Section IV establishes mechanisms and tools for achieving the goals of state climate policy. Section V establishes national monitoring and evaluation system of the implementation of state climate policy, implementation of measures forecasting in the field of climate change. Section VI establishes national system of inventory of anthropogenic emissions from sources of greenhouse gas and removal of greenhouse gas by sinks.

Entry into force notes
This Law enters into force on the day following the day of its publication.
Notes
Article 14 of this Law enters into force one year after the date of entry into force of this Law; Article 21 of this Law enters into force one year from the date of the abolition or termination of martial law, introduced by the Decree of the President of Ukraine "On the Introduction of Martial Law in Ukraine" dated February 24, 2022 No. 64/2022.
