Law No. 5007-VI “On prices and pricing.”

This Law defines the basic principles of pricing policy and regulates relations, arising in the process of formation, establishment and application of prices, and also the implementation of state control (supervision) and monitoring in the field of pricing. This Law shall apply to relations arising in the process of formation, establishment and application of prices by the Cabinet of Ministers of Ukraine, bodies of executive power, bodies of state regulation of activities of natural monopolies, local self - government and business entities operating on the territory of Ukraine, as well as the implementation of state control (supervision) and compliance in the field of pricing. This Law does not apply to setting tariffs for medical services and medicines within medical guarantee programs. State pricing policy is an integral part of the state economic and social policy and aims to ensure: (a) development of the national economy and entrepreneurial activity; (b) counteracting the abuse of monopoly (dominant) position in pricing; (c) expanding the scope of free prices; (d) balance of the goods market and improvement of their quality; (e) social guarantees to the population in case of rising prices; (f) necessary economic guarantees for producers; and (g) orientation of prices of the domestic market of goods to the level of world prices market. Business entities during the economic process activities use: (a) free prices; and (b) state regulated prices.
