Law No. 5026-VI “On employers' organizations, their associations, rights and guarantees of their activities”.

The Law primarily focuses on the legal framework governing organizations of employers in Ukraine, establishing their rights, responsibilities, and roles within the labor market. It aims to enhance the participation of employers in shaping state employment policies and social dialogue, thereby fostering a more collaborative environment between employers, employees, and the government. This legal framework is grounded in the Constitution of Ukraine and aligns with international labor standards, reflecting a commitment to improving labor relations and economic stability. The implementation plan outlined in the document emphasizes the active involvement of employer organizations in the formulation and execution of state policies related to employment and economic development. It includes provisions for the participation of these organizations in discussions regarding legislative initiatives and regulatory measures. Employers shall be classified as natural persons and legal entities. The founders of the association of employers' organizations are employers' organizations. Employers' organizations and their associations operate on the basis of statutes approved by the constituent congress (conference). The document also highlights the importance of collaboration between various stakeholders, including government bodies and local authorities, to facilitate effective policy implementation. This Law contains X Sections divided in 36 Articles. Section I lays down general provisions. Section II establishes basic principles of the functioning of employers’ organizations and their associations. Section III establishes the status of employers’ associations and associations thereof. Section IV establishes the procedure for the establishment and termination of the activities of employers’ organizations and their associations. Section V establishes powers of employers’ organizations and their associations. Section VI regards relations of employers’ organizations, their associations with executive bodies, trade unions, other public associations, enterprises, institutions, organizations. Section VII establishes material and financial support for the activities of employers’ organizations and their associations. Section VIII establishes liability for violation of the legislation on employers’ organizations. Section IX regards international cooperation. Section X lays down conclusive provisions.
