Abstract
This Law establishes the fundamental legal, economic, social, and organizational principles of housing policy, aiming to ensure the realization of the right to housing and the sustainable, efficient use of the national housing stock. It defines key concepts such as affordable housing, social housing, temporary housing, housing quality standards, and the different components of the housing stock (private, municipal, and state-owned). The Law sets out general principles of housing policy, including accessibility, non-discrimination, transparency, social integration, strategic planning, and economic efficiency, and clarifies the scope of application to citizens, foreigners lawfully residing in Ukraine, refugees, and other protected categories.
The Law contains extensive provisions on land tenure, land management, land tenure, and land-use planning related to housing construction. By decision of local governments, land plots for the construction of affordable housing are provided to operators of affordable housing. Housing and construction (housing) cooperatives are leased land plots for housing by decision of executive authorities or local governments. Housing and construction (housing) cooperatives may acquire land plots under civil law agreements.
The Law regulates the mechanisms for exercising the right to housing, including construction, purchase, rental, social housing, service housing, housing cooperatives, and public–private partnerships. It introduces comprehensive systems of state support through financial and credit mechanisms, targeted subsidies, social rents, and compensation for destroyed or damaged housing, particularly in the context of armed conflict, temporary occupation, or emergencies. Special provisions are included for vulnerable groups such as internally displaced persons, low-income households, persons with disabilities, orphans, military personnel, police officers, and civil protection staff. The Law also creates a unified information and analytical housing system to ensure transparent accounting of housing stock, beneficiaries, programs, and operators of affordable and social housing.
In addition, the Law clarifies the powers and responsibilities of state authorities and local self-government bodies in housing policy, housing fund management, oversight, and enforcement. It sets rules for the formation, use, renovation, and protection of housing stock, guarantees legal safeguards against unlawful eviction, and defines liability for violations of housing legislation. Overall, the Law represents a comprehensive reform of the national housing legislation, aimed at modernizing housing governance, improving access to housing, and strengthening social protection.

Entry into force notes
This Law enters into force on the day following the day of its publication, except for subparagraphs 2 and 4 of paragraph 2, which shall enter into force one year from the date of termination or abolition of martial law.
