Abstract
These Main principles (strategy) of the state environmental policy of Ukraine for the period up to 2030 is a multisectoral policy document related to protection of atmospheric air because of climate change caused by emissions, protection of water resources, soil, subsoil and land, forest protection, prevention of disasters and mitigation of the consequences thereof and waste management.
A separate objective shall be to ensure biosafety. The priorities of state policy in the field of biological safety and biological protection are the implementation of systematic measures for the establishment and effective functioning of the national system of biological safety and biological protection, counteraction against the manifestation of bioterrorism, protection of the population against the uncontrolled and illegal spread of genetically modified organisms, vital human environment, creating an early detection system and rapid response to widespread of pathogens of particularly dangerous diseases and of international importance, as well as improving the logistical status of laboratories and institutions that diagnose infectious diseases, monitoring the circulation of infectious disease agents in objects of human life environment, involved in the system of biological indication of pathogenic agents, determine the quantitative and qualitative content of genetically modified organisms in products of plant and animal origin, determine their impact on the environment, including biodiversity, taking into account risks to human health, and creation of a system of rapid response to the manifestations of bioterrorism.
In order to stop the processes of environmental degradation, it is necessary to increase the land area of the eco-network, which is a strategic task for achieving ecological balance of the territory of Ukraine. Increasing the area of the national eco-network should be primarily due to the expansion of existing and creation of new territories and objects of the nature reserve fund.
The goal of state environmental policy is to achieve good environmental status by introducing an ecosystem approach to all areas of socio-economic development of Ukraine with the aim of ensuring the constitutional right of every citizen of Ukraine to a clean and safe environment, introducing a balanced use of nature and preserving and restoring natural ecosystems.
The main principles of the state environmental policy are: (a) preservation of the state of the climate system, which makes it impossible to increase the risks to the health and well-being of people and the environment; (b) promoting balanced (sustainable) development by achieving a balanced development component (economic, environmental, social), focusing on the priorities of balanced (sustainable) development; (c) integration of environmental requirements in the development and approval of state planning documents, sectoral (sectoral), regional and local development and in the process of deciding on the implementation of planned activities of sites that can have a significant environmental impact; (d) intersectoral partnerships and stakeholder engagement; (e) prevention of natural and man-made disasters, which involves analysis and forecasting of environmental risks based on the results of strategic environmental assessment, environmental impact assessment, and comprehensive monitoring of the environment; (f) ensuring ecological security and maintaining ecological balance in the territory of Ukraine, increasing the level of ecological security in the exclusion zone; (g) ensuring the inevitability of responsibility for violation of environmental legislation; (h) application of the principles of precaution, prevention, priority of elimination of sources of harm to the environment, "polluter pays"; and (i) responsibility of executive authorities and local self-government bodies for accessibility, timeliness and accuracy of environmental information.
Implementation of the principles of state environmental policy is carried out on the principles of: (a) openness, accountability, publicity of public authorities; (b) public participation in public policy making; (c) respect for environmental rights of citizens; (d) promotion of environmentally responsible business and environmentally conscious behavior of citizens; (e) prevention of environmental damage; and (f) international cooperation and European integration.
The achievement of the goals of the state environmental policy will be carried out in two stages: by 2025, the stabilization of the ecological situation is envisaged and significant changes are expected by 2030 to improve the environment.
