Abstract
National Action Plan is a sectoral policy document, which foresees implementation of a set of measures in order to achieve by 2020 the national indicative energy saving target at 9 percent of the average end-of-year energy consumption index for the period 2005-2009. For the domestic sector, measures to improve energy efficiency include: (a) introduction of a 100 percent commercial accounting for energy use; (b) improvement of construction norms and standards (in particular, provision of an annual increase in the number of newly built buildings with near zero energy consumption); (c) introduction of schemes of energy audit and certification, energy labelling and indication of information on the amount of energy consumption for energy consuming devices; (d) introduction of minimum energy efficiency standards; (e) financial support of households for implementation of measures to increase energy efficiency of residential buildings; and (f) conducting information campaigns to ensure energy savings due to changing behavior of energy consumers and more extensive measures.
Implementation of the measures necessary to achieve the national indicative energy saving goal requires the mobilization of significant financial resources, expansion of energy efficiency measures planned by the state, further liberalization of the energy market, development of public-private partnerships in the field of energy efficiency. The choice of model for the type of fuel and type of generating equipment or end-use devices is based on the analysis of parameters of alternative technologies, economic characteristics of supply and consumption of energy, as well as criteria of energy and environmental policy. Energy system supplies energy to agriculture classified as a separate sector of the national economy.
National Action Plan envisages two scenarios of the development of energy sector. Basic scenario does not foresee any radical changes in the technological structure of energy sector, in particular, increasing operational time of existing capacities. Energy efficient scenario envisages several energy efficiency measures such as new standards and requirements for boiler efficiency, and also a supposition that government policies and programs will increase introduction of energy-saving devices (for example, such as compact fluorescent lamps, refrigerators, air conditioners).
