Order No. 1140 of the Ministry of Public Health validating State Sanitary Rules “Medical Requirements for ensuring quality and safety of foodstuffs and alimentary raw materials”.

These State Sanitary Rules determine the medical requirements for the quality and safety of foodstuffs and alimentary raw materials and do not include hygiene norms and regulations on the content chemical, biological and physical factors in foodstuffs and alimentary raw materials. These State Sanitary Rules apply to relations arising in the field of ensuring the safety and quality of foodstuffs manufactured, traded on the national territory, imported, and are mandatory for enterprises, institutions and organizations, regardless of ownership, and citizens. These State Sanitary Rules do not apply to foodstuffs containing genetically modified organisms or made therefrom, as well as food additives and flavorings. State sanitary and epidemiological supervision over compliance with the established legislative requirements shall be performed by territorial bodies of the State Sanitary and Epidemiological Service of Ukraine. Foodstuffs must meet the physiological needs of the population in the required substances and energy, comply with established food safety requirements in terms of organoleptic and physic-chemical parameters and established hygiene norms of the permissible content of chemical, biological and physical factors that may pose risks for human health and life. When developing new foodstuffs with the application of new technological processes, manufacturing, packaging, storage, transportation of foodstuffs, enterprises, institutions and organizations irrespectively of the forms of ownership, and citizens are obliged to ensure the analysis of hazardous factors, indication of nutritional value and expiration date. In the manufacture of food raw materials of animal origin, the use of veterinary drugs (feed additives, growth stimulators of animals, including hormonal preparations, veterinary preparations, including antibiotics), preparations for the treatment of animals and poultry, as well as for processing premises for their maintenance, is not allowed to be used. In the manufacture of food raw materials of plant origin it is not allowed to use pesticides that are not allowed to use. Foodstuffs put on market must be accompanied by a manufacturer's declaration. For alimentary raw materials of plant origin shall be mandatory issuance of a compliance certificate of agricultural products and raw materials of plant origin, indicating the content of residual quantities of pesticides, agrochemicals and heavy metals in them.
