Abstract
State policy in the field of agriculture and rural areas requires improving approaches to its formation, clearly defining priorities, objectives and effective ways to create favorable conditions for the development of a competitive, sustainable and diversified agricultural sector that ensures long-term food security, environmental protection, including biodiversity, mitigation of the effects of climate change, strengthening the socio-economic structure of rural areas. Formation of state policy in the context of Ukraine's integration into the EU requires the implementation and effective application of mechanisms and standards of the common agricultural policy of the EU member states.
This Strategy is developed taking into account the need to improve state policy in the field of agriculture and rural areas, in particular, granting Ukraine the status of a candidate for accession to the EU and other international obligations, and identifies the main priority objectives that will contribute to the achievement of general goals in the economic, environmental and social spheres.
This Strategy defines the development of agriculture and rural areas in Ukraine and takes into account the EU national strategic plans within the framework of the new common agricultural policy, developed by the ministries of agriculture of the EU member states. It is expected that this approach will contribute to the harmonization of state agricultural policy with EU requirements and the achievement of general goals.
The implementation of this Strategy is carried out through: (a) coordinated interaction of state authorities, local governments, professional and public associations and other interested parties; (b) a systematic approach to the formation and implementation of state policy for the development of agriculture and rural areas; (c) implementation of the operational plan of measures for the implementation of this Strategy; and (d) maximum involvement of all possible resources.
The Strategy sets forth the following strategic goals: (a) Strategic goal 1. Formation of state policy for the development of agriculture and rural areas (institutional capacity); (b) Strategic Goal 2. Meeting public needs for high-quality, nutritious and safe food products and ensuring food security; (c) Strategic Goal 3. Ensuring the sustainability of the agricultural sector, supporting fair income for producers and increasing their competitiveness; (d) Strategic goal 4. Effective use of lands, their demining, land reform; (e) Strategic Goal 5. Climate-smart agriculture: climate change mitigation and adaptation; (f) Strategic Goal 6. Modernization of the agricultural sector: development of processing, innovation, digitalization and knowledge exchange; and (g) Strategic goal 7. Creating conditions for the development of rural areas.
