This Order validates the Procedure for classifying plant and animal species as invasive alien species. The Order formally establishes the procedure, mandates its state registration, with oversight assigned to the relevant deputy minister.
The Procedure defines key concepts such as “invasive alien species,” “native species,” and “naturalization,” and sets out its scope of application. It applies to public authorities, scientific institutions, universities, and civil society organizations involved in proposing species for inclusion in a national list of invasive alien species. It excludes certain categories, such as species expanding naturally due to climate change, genetically modified organisms, pathogens, and regulated harmful organisms. The Procedure requires a scientific risk assessment of alien species, focusing on their potential or actual negative impacts on biodiversity, ecosystems, the economy, the environment, and human health.
The Procedure establishes detailed criteria and a structured process for including species in the national list. Proposals must contain comprehensive scientific data on species origin, distribution, pathways of introduction, reproduction, spread, and impacts, along with a formal risk assessment. Species are included if they are non-native, introduced or spread through human influence, capable of naturalization and expansion, and cause or pose risks of significant harm. The Ministry reviews submissions, organizes expert evaluation and interagency consultation, and submits proposals to a dedicated working group. The list is adopted and updated periodically (no more than once per year), following public consultation and taking into account scientific evidence, climate change trends, and alignment with EU regulations on invasive species.
