Order No. 140 of the State Nuclear Regulatory Inspectorate validating the Regulation on arrangement and safe operation of localizing security system.

The objective of this Order shall be prevention of risks and outbreak of technogenic disasters at nuclear power plants with a view of application of safety criteria to pressure reduction systems, heat dissipation, prevention of explosive and fire hazardous gas concentrations, cleaning of the environment of the localization zone of the accident. The Regulation shall be mandatory for all legal entities and natural persons who carry out or plan to carry out activities related to designing, manufacturing, construction (installation), testing and operation of localized security systems of power units of nuclear power plants. To limit emissions into the environment of radioactive substances and ionizing radiation released in the process of an accident beyond the limits of technological systems containing these substances, different localizing security system or their combinations with the installed functions in the project of the power unit are provided. Basic security functions of localizing security system shall be to protect the staff of nuclear power plants and the population against ionizing radiation and the reduction of concentration of radioactive substances in the area of localization of accident.
