Abstract
Strategy for Biosafety and Bioprotection on the principle of "One Health" for the period until 2025 and approval of the action plan for its implementation is a nationwide multi-sectoral policy document aimed at protection of human life and health, animal health and prevention of spreading of dangerous infectious diseases and timely response to outbreaks of dangerous infectious diseases.
The goal of the Strategy shall be the gradual creation of a unified system of biosafety and biological protection on the principle of "integrated health", fulfillment of obligations on the protection of human and animal life and health, prevention of the spread of territory of the state of dangerous infectious diseases, timely response to outbreaks of infectious diseases.
The main areas of implementation of the Strategy shall be as follows: (a) harmonization of national legislation on biosafety and biological protection with the norms of international law, international treaties and agreements to which Ukraine is a party, ensuring development of international cooperation in the field of biosafety and biological protection, support for international initiatives in the field of biosafety, which meet national interests, deepen cooperation with international organizations, as well as in the framework of bilateral cooperation with leading countries of the world to strengthen Ukraine's capacity in the field of biological safety and biological protection; (b) organization of control in the field of biological safety and biological protection; (c) improving the coordination of biological activities and risk management; and (d) strengthening human resources and raising the professional level of personnel in the field of biosafety and biological protection.
Expected results: (a) creating and ensuring the effective functioning of integrated system of biosafety and biological protection, which should reduce biological risks to an acceptable level; (b) improvement of legislation in the field of biological safety and biological protection; (c) improving the training system on biosafety and biological protection; (d) improving the system of monitoring and evaluation, planning and implementation of biosafety and biological protection policy.
Implementation of the Strategy will allow: (a) to improve organizational capacity in the field of biosafety and biological protection; (b) to ensure the epidemic well-being of the population, protection of human health and the natural environment, in particular plants and animals, from exposure to hazardous biological agents; (c) to regulate the conduct of targeted scientific biological research; (d) to reduce risks to human and animal health associated with biological risks; (e) to promote public information on biological safety and biological protection; and (f) to strengthen control over the spread of dangerous biological agents by auditing national depositories of collections of strains of pathogenic microorganisms harmful to humans and/or animals, development and approval of the procedure for certification, analysis, evaluation and control of collections of strains of pathogenic microorganisms.
