Abstract
The objective of this Methodology shall be to establish the procedure for assessing and managing the risks of flooding, minimizing the flood-related negative impacts that have an impact on the health and life of people, the environment, the economy, and cultural heritage. The accuracy of the mapping of selected areas with potentially significant flood risks for areas of Ukraine's river basins is determined by preliminary flood risk assessment as territories with high or very high flood risk (with existing potentially significant flood risks or with potentially significant flood risks) should provide the necessary quantitative and qualitative analysis for the needs of preliminary assessment of flood risks in accordance with the Water Code of Ukraine. Displays of threats and risks of flooding (sources and scenarios of flooding) shall include: (a) maps of threats and risks of flooding developed for types of flooding that have established compliance with emergencies and their classification characteristics and assessed during the preliminary assessment of flood risks as territories with potentially significant flood risks; (b) maps of threats and risks of flooding that show areas with potentially significant flood risks, in particular from the following types of sources of flooding: 1) river source of flooding (flooding with river water); 2) atmospheric precipitation as a source of flood; 3) groundwater as a source of flooding; 4) seawater as a source of flooding (flooding by sea); 5) artificial structures as a source of flood; and 6) other sources of flood (if indicated); (c) maps of threats and flood risks containing information on areas that can be flooded in accordance with the following scenarios: 1) flood with a low probability - flooding, which can occur no more than once every 500 years (0,2%); 2) flood with an average probability - flooding, which can occur no more than once every 100 years (1%); 3) flood with high probability - flooding, which can occur no more than once every 10 years (10%); and (d) the development of maps of threats and risks of flooding from such types of sources of flood as seawater or artificial structures limited to a flood scenario with a low probability and only for areas where there is an appropriate level of protection; the development of maps of threats and risks of flooding caused by groundwater is limited to a flood scenario with low probability.
