Order No. 175 of the Ministry of Environmental Protection and Natural Resources validating the Methodology for calculating unorganized emissions of polluting substances or mixtures of such substances into atmospheric air as a result of emergency situations and/or during martial law and determining the extent of the damage caused.

This Methodology determines the calculation of the mass of unorganized emissions of polluting substances or mixtures of such substances into the atmospheric air due to emergency situations and/or during the martial law, the list of which is specified in the Annex 1, and the determination of the amount of damage caused by such emissions. Actual air pollution is considered to be the case when, as a result of emergency situations and/or during martial law, an unorganized release of polluting substances or mixtures of such substances is carried out from the emission source into the atmospheric air. The facts of the unorganized emission of pollutants or mixtures of such substances into the atmospheric air, as well as their scale, are established by authorized persons who exercise state supervision (control) in the field of environmental protection, in particular, but not exclusively, by inspection of the place of the event, the data of remote sensing of the earth, laboratory studies of atmospheric air, processing of the conclusions of any examinations, explanations, references, documents, materials, information received from any sources, operational messages of natural persons and legal entities, etc. This Methodology contains formulas for the calculation of the mass of unorganized emissions of polluting substances or mixtures of such substances into the atmospheric air.
