Order No. 177 of the Ministry of Ecology and Natural Resources validating the Regulation on the procedure and criteria for state registration of objects that cause or may have a harmful effect on human health and the state of the air, types and volumes of pollutants emitted into the atmosphere.

This Order sets criteria for state registration depending on the types and volumes of pollutants emitted into the air, and establishes mandatory requirements for a unified procedure for submitting materials for state registration of enterprises, establishments, organizations and natural persons-entrepreneurs that perform emission of pollutant into the atmospheric air from stationary sources. Data on the types and amount of pollutants emitted into the atmosphere are compiled on the basis of inventory composition of emitted pollutants. State registration shall be performed according to the following criteria: (a) objects - if in their emissions there is at least one pollutant (or a group of substances), a potential emission of which is equal to or exceeds indices specified in the List of pollutants and the thresholds of potential emissions, which are subject to state registration (Annex 1); and (b) types and amount of pollutants emitted into the atmosphere - provided that the volume of potential emissions is equal to or exceeds the thresholds for a single substance or group of substances specified in Annex 1 to this Regulation.
