Abstract
This Order establishes mandatory general requirements for the development, implementation, evaluation and continuous improvement of the management system for activities in the field of nuclear energy use. System of management of activities in the field of nuclear energy use shall be based upon the following principles: (a) priority of the fulfillment of safety requirements over economic, technical, scientific and other purposes; (b) ensuring constant and systematic control over compliance with safety requirements; (c) ensuring the planning, management and supervision of activities that affect security in normal, transitional and emergency conditions; (d) formation and maintenance of a culture of security and a culture of protection; (e) establishment of personal responsibility of the top management for the priority allocation of resources necessary for the fulfillment of security requirements; and (f) prevention of violations of safety requirements through continuous analysis of its activities and implementation of corrective and preventive measures. System of management of activities in the field of nuclear energy must include radiation safety and environmental security arrangements.
