Order No. 203-r of the Cabinet of Ministers validating the State Target Program for Support of Enterprises Implementing the Best Available Technologies and Management Methods for the Period Until 2030.

The State Target Program is developed for supporting enterprises that implement best available technologies and management practices (BAT) for the period up to 2030. The Program aims to reduce environmental impact, improve energy efficiency, and enhance the competitiveness of national enterprises. The Program requires annual reporting by central authorities to monitor implementation progress.
The Program addresses the growing problem of industrial pollution, which poses risks to environmental safety, public health, and economic stability. It proposes a combined approach consisting of financial support (grants and preferential loans) and regulatory reforms to stimulate enterprises to adopt modern environmentally friendly technologies. Key sectors targeted for modernization during 2026–2030 include iron and steel production, intensive livestock farming, and energy generation. Financing will come mainly from enterprises’ own funds and external sources such as international financial institutions, state-supported credit programs, and decarbonization funds, with total estimated funding exceeding 10 billion UAH.
Implementation measures include supporting technology upgrades, conducting research, introducing environmental management systems, training personnel, and improving legislation. Expected outcomes include reduced emissions, increased energy efficiency, improved product quality, and strengthened access to international markets. The Program aims to promote sustainable development, reduce environmental pressure, and enhance national economic and environmental performance, with measurable indicators such as the number of enterprises adopting BAT, emission reductions, and increased use of financial instruments supporting green modernization.
