Order No. 2813 of the Ministry of Economy, Environment and Agriculture validating the forms of documents necessary for the implementation of a pilot project on the issuance of certain permits in the field of forestry in electronic form.

This Order validates standardized document forms required for implementing two experimental projects: the issuance of special permits for the special use of forest resources (logging permits) and the issuance of certificates of origin for timber and sawn wood in electronic form.
The Order approves a comprehensive set of forms covering the full administrative and technical cycle of forest use and timber certification. These include forms for logging permits and applications, forest stand inspection acts, felling area allocation acts, cutting site registers and plans, tree inventory and valuation statements, acts on discrepancies in forest inventory materials, reforestation and natural regeneration records, and special accounting cards for stand transformation cuttings. It also includes application forms for issuing, deferring, or terminating logging permits and certificates of timber origin, as well as the certificate of origin itself. The forms are highly detailed, capturing geographic, cadastral, silvicultural, quantitative, and financial data related to forest operations.
The Order mandates submission for state registration, thereby consolidating and updating the regulatory framework. Oversight of implementation is assigned to a deputy minister according to the internal distribution of responsibilities, supporting Ukraine’s broader transition toward digitalized, standardized, and more transparent forest management and timber traceability systems.
